Developing a Management System for Thang Long Industrial Park Management Board (TLIP)

Client Profile

Thang Long Industrial Park (TLIP) was established in 1997, covering nearly 300 hectares, located north of Thang Long Bridge, Dong Anh District, Hanoi (also known as North Thang Long Industrial Park). TLIP attracts a significant number of Japanese FDI enterprises. The main investment sectors include electronics, computers, automobiles, motorcycles, construction, and shipbuilding, with many leading brands such as Canon, Panasonic, and MHI Aerospace.

Current Situation

  • Fragmented Systems: TLIP’s systems are not unified—its sub-systems differ widely in terms of vendors, technology, and database standards. As a result, they are disconnected and lack interoperability.

  • Manual Operations: Most tasks are still manually entered into the system. However, the system must meet automation needs (e.g., lack of JPA support, missing notification features, Water app has no OCR, Unity app cannot fetch data from other systems automatically). This reflects broader issues in TLIP’s work processes.

  • Technological Bottlenecks: Technology has become a major constraint, risking system integrity. Many systems (like Unity, PMS) are outdated, closed, and inefficient.

  • Missing Key Systems: TLIP lacks crucial modules such as Contract and Asset Management Systems.

  • Vendor Issues: Problems include slow response times, high and unclear maintenance costs, poor quality, and insufficient solution consulting.

Digital Transformation Solution

DEHA Vietnam proposes to design and implement an IMS (Indicator Management System) for TLIP. This will serve as a super-application to centralize and control all employee tasks and workflows.

Example:
When employees log into the IMS, they can view their entire job descriptions and task lists, and then perform all activities within one unified interface—without having to access multiple systems. Their supervisors can track their work progress, evaluate performance, identify bottlenecks, and offer timely resolution.

IMS will act as a centralized control system, handling the following tasks:

  • Receive API requests from legacy systems (e.g., OOS, MAMR, WA).

  • Send coordination requests to Unity or any other integrated applications.

  • Log and store data into a centralized database.

  • Handle interactions and requests from new systems (e.g., AMS, CMS, PMS).
